* fix: Use in-memory filesystem for echo provisioner tests

This should reduce IO in CI to shave some time off tests!

* test: Increase timeouts to reduce flakes

It's difficult to understand what's timing out due to a lock
vs. taking a long time. This should help resolve! 🕵️
